# Mobile Clinic and Medical Unit Repair

> Mobile medical units carry a different risk than other work vehicles. A power interruption spoils vaccine, an unstable cabin temperature invalidates a procedure, and a missing repair record fails an audit. ## Summary

Patient care vehicles fail on power and climate stability, not cosmetics. We repair the vehicle and document it, and we do not touch medical devices.

A mobile clinic is the only vehicle in our shop where a failure can hurt somebody. If the inverter drops out on a food truck the burgers wait. If it drops out on a unit with a vaccine refrigerator, thousands of dollars of product goes out of range and a public health clinic gets cancelled. That difference shapes how we work on these vehicles, from how we test to how we document what we did.

The operators we see in this category are hospital outreach programs, FQHCs, dental and vision providers, imaging companies and occupational health services. Most of them have a compliance function that will want to see what was done to the vehicle, in writing, with dates. Some of them are grant funded and have to account for every repair dollar against a specific budget line.

All work is in shop at 23281 La Palma Ave in Yorba Linda, about 45 minutes from San Clemente. No mobile or on site service. We repair the vehicle and its built in systems. We do not calibrate, certify or service medical devices, and we will not sign off on anything that requires a biomedical technician.

## Power Stability and Climate Control Are the Whole Job

On these units, the electrical system is not a convenience, it is clinical infrastructure. A refrigerator holding vaccine, an autoclave, an imaging unit, a dental compressor and a workstation all draw from the same distribution, and the failures we chase are almost always in the transitions: shore power to generator, generator to inverter, inverter to battery. A transfer that hesitates for two seconds drops a computer and can interrupt a refrigeration cycle.

Climate is the second half. Cabin temperature stability matters for both patient comfort and for stored product, and a rooftop air conditioning unit sized for a recreational vehicle in a mild climate is often undersized for a clinic full of equipment and people at 95 degrees. We test these systems under realistic load and ambient conditions rather than confirming that cold air comes out at 8 am in November.

- **Transfer switching:** Shore to generator to inverter transitions tested and timed. Most reported random power problems on these units turn out to be a transfer switch or a poorly configured inverter mode.
- **Load balance and capacity:** Circuits mapped and measured against actual equipment draw. Units that have had a device added every year are frequently running well past the original design capacity.
- **Battery and inverter health:** Capacity tested rather than voltage checked. A bank that reads 12.8 volts at rest and collapses under a 900 watt draw is the classic cause of an unexplained refrigeration failure.
- **HVAC under real load:** Cooling capacity assessed with equipment running and at realistic ambient temperature, since a unit that performs adequately in mild weather may not hold range in September.
- **Alarm and monitoring wiring:** Temperature monitoring and alarm circuits verified after any electrical work, because a silent monitoring failure is worse than an obvious power failure.

## Your Compliance File Needs More Than an Invoice

Most retail customers want a receipt. A mobile health program wants a record that will satisfy an auditor, a grantor or a risk manager two years from now. So we write these invoices differently: date, unit identifier, VIN, the specific fault found, the test method used, the parts installed with part numbers, the labor hours by discipline, and the verification performed before release.

That level of detail costs us a little more time in the office and it saves programs a great deal of trouble. If a temperature excursion is investigated later, the question will be what was known about the refrigeration circuit and when. A file that shows a documented capacity test on a specific date answers that. A line saying electrical repair does not.

- **Fault, method, verification:** Each line documents what was wrong, how it was tested, what was replaced and how the repair was verified before the unit left the building.
- **Unit and asset identifiers:** Invoices carry your unit number, VIN and purchase order so the record can be filed against a specific asset and a specific funding line without manual work.
- **Retained photographic record:** Photographs of the condition found and the completed repair retained on file, which matters when an incident review happens long after the repair.
- **Scope boundary stated:** The invoice states plainly what we did not touch, specifically medical devices requiring biomedical service or certification, so your file shows a clean boundary.

## Body, Structure and Interior Surfaces on Patient Care Units

The body work on these vehicles is fairly ordinary: van and box body collision repair, roof penetrations, doors, lift and ramp structure, and paint. What is not ordinary is the interior. Surfaces in a patient care space need to be cleanable and non porous, seams need to be sealed, and a repair that leaves a raw seam or an absorbent substrate behind a panel is not acceptable even if it looks fine.

The other frequent issue is the wheelchair lift or ramp. These get used constantly, they are the most common mechanical failure point on an accessible unit, and a failed lift cancels appointments for patients who have no other way to get in. We service the structure, the mounting and the hydraulic and electrical side of these, and we treat them as service blocking rather than deferrable.

## Rates, Purchase Orders and Grant Funded Work

Posted rates are $210 per hour for body and paint, $260 for mechanical and electrical, $285 for diagnostics with a one hour minimum credited to an authorized repair, and $95 for detail. Tax of 7.75 percent applies to parts and materials, not labor, which matters when a grant budget separates the two. Parts carry 100 percent markup at or under $100 and 35 percent above.

Hospital systems, health districts and public agencies can be invoiced against a purchase order without the retail deposit schedule. Private practices and companies start on the standard schedule: 50 percent at authorization over $2,000, another 25 percent when parts arrive above $10,000, balance at pickup. Special order parts, common on European chassis and specialty power components, require a full non refundable deposit.

### Do you service the medical equipment inside the unit?

No. We repair the vehicle and its built in systems: body, structure, electrical distribution, generator, HVAC, plumbing and interior surfaces. Anything requiring biomedical service, calibration or certification goes to a qualified biomedical technician. Our invoice states that boundary explicitly so your compliance file shows clearly what we did and did not touch.

### Our refrigerator lost temperature and nobody can find why. Can you?

Usually. The most common cause is a battery bank that reads fine at rest and collapses under load, or a transfer between shore, generator and inverter that hesitates long enough to interrupt a cycle. Both require load testing rather than voltage readings. Diagnostics bill one hour minimum at $285, credited against an authorized repair.

### Can we be invoiced against a purchase order?

Health districts, hospital systems and public agencies can be invoiced on completion against a purchase order without the retail deposit schedule. Private practices and companies start on the standard schedule and can move to terms once we have history. Special order parts always require a full non refundable deposit since vendors will not accept returns.
