Utility trucks are the hardest working bodies we see and the least likely to have been maintained cosmetically. A service body on a water department truck has been loaded wet, unloaded muddy, scraped against gate posts, driven down easements and left in the sun for fifteen years. A bucket truck has put a boom load into its subframe every hour of every shift. A crane body has been outriggered onto uneven ground thousands of times. None of that is collision damage. All of it is accumulated structural and corrosion damage that eventually crosses a line.

Our scope is body, paint, structural repair and equipment installation. We do not do engine, after-treatment, transmission or driveline work. We do not service or certify cranes, booms, aerial devices, outriggers or hydraulic systems, and we do not perform crane or aerial inspections or issue certifications. Those belong at your crane and aerial service provider. What we do is repair the body and the structure the equipment mounts to, and refinish the equipment cosmetically.

The constraint that actually governs these jobs is not our shop capacity and it is not the hourly rate. It is the purchase order ceiling. An agency has an approved amount, and work that exceeds it stops until a change order clears a process that can take weeks. So we write scope to the ceiling deliberately, in priority order, with a clear line between what the approved amount buys and what stays on the list for next cycle. The shop is at 23281 La Palma Ave in Yorba Linda, about 45 minutes from San Clemente on the I-5 or the 73.

## Service Body Corrosion and Where It Starts

A steel service body corrodes in a completely predictable sequence, and knowing the sequence is what lets us give an agency a real priority list rather than a guess. It starts at the compartment floors, because that is where water collects and where wet tools and fittings sit. It continues at the lower rear corners, which take road spray and standing water. It shows at every fastener penetration where the coating was broken, at the shelf and divider welds inside compartments, and at the bottom flange where the body meets the frame mounting.

Aluminum service bodies do not rust but they do corrode, particularly where dissimilar metals meet. Steel fasteners in aluminum compartments, steel shelving inside an aluminum body, and steel brackets bolted through an aluminum floor all produce galvanic corrosion that eats the aluminum around the contact. That failure looks like white powder and pitting rather than red rust, and it can perforate a floor just as effectively. The repair includes isolating the dissimilar metals rather than just replacing the corroded material.

Compartment floors are usually where we start, and they are usually repairable rather than requiring a whole body. The floor panel comes out, the supporting structure gets inspected and repaired, a new floor goes in, and the interior gets coated properly. On a body where five compartments are perforated and the lower rear corners are gone, the arithmetic sometimes favors a replacement body, and we will tell you that with numbers attached rather than repairing your way to the same total.

- **Compartment floors first:** Water and wet tools collect on compartment floors, so that is where perforation begins. Floors are individually replaceable with the supporting structure repaired underneath.
- **Lower rear corners:** Road spray and standing water attack the lower rear corners of a service body. Once the corner is perforated the body is losing its connection to the frame mounting at that end.
- **Galvanic corrosion in aluminum bodies:** Steel fasteners, shelving and brackets in an aluminum body eat the aluminum around every contact point. Repair includes isolating the dissimilar metals, not just replacing the corroded material.
- **Repair versus replacement body:** When five compartments are perforated and the rear corners are gone, a replacement body sometimes costs less than the repair. We give you both numbers instead of letting you spend your way there.

## Crane Pedestal Mounting and Subframe Structure

A crane pedestal is the single most heavily loaded structural connection on a utility truck. Every lift puts a moment into the pedestal base plate, the subframe under it and the frame rails the subframe is bolted to, and that moment reverses as the boom rotates. On a truck making dozens of picks a day, the base plate welds and the subframe to rail connections are being fatigued relentlessly. Cracking there is not unusual, it is expected, and it is the reason mounting structure gets inspected rather than assumed.

The tells come in a specific order. The pedestal starts to show a slight lean under load that returns when unloaded. Paint cracks in a line at the base plate weld toe, which is often the first visible sign. The subframe shows movement relative to the rails at the front or rear mounting points. Bolt holes in the subframe to rail connection elongate, which shows as fretting marks and loose hardware. Any of those means the mounting area gets stripped and inspected properly.

Our work is the structure: repairing or replacing base plates, repairing subframe members, restoring or reinforcing the subframe to rail connection using an approved mounting method, and addressing corrosion in the subframe where water has been sitting between the subframe and the rail. Drilling into a rail flange is prohibited on most chassis, and we find previous installations that did exactly that. Where we do, we relocate the connection to an approved position and document it. What we do not do is service or certify the crane itself.

- **Reversing moment at the base plate:** Every pick puts a moment into the pedestal base plate that reverses as the boom rotates. That reversal fatigues the weld toes, and cracked paint in a line at the weld is the earliest visible sign.
- **Subframe to rail connection:** Elongated bolt holes, fretting marks and loose hardware at the subframe mounting indicate the connection is moving. Retorquing does not fix an elongated hole.
- **Corrosion between subframe and rail:** Water sits in the interface between subframe and frame rail and corrodes both. It is invisible until the subframe is lifted, which is why we strip the mounting area rather than inspecting from below.
- **No crane or aerial certification:** We repair the structure the equipment mounts to. We do not service, inspect or certify cranes, booms, aerial devices, outriggers or hydraulics, and we will not sign documents that say we did.

## Bed and Boom Cosmetic Repair and Agency Colors

Cosmetic work on utility equipment is worth more than agencies usually expect, and not for appearance reasons. A boom, a bed and a service body that have been stripped to bare metal by abrasion and ultraviolet exposure are corroding, and corrosion on a boom is a structural clock running. Getting a properly prepared coating back on a boom is protection first and appearance second. We do that work as a refinish job with the correct primer for the substrate, which on a weathered boom usually means abrasive preparation and an epoxy primer rather than a scuff and spray.

The other thing that a refinish buys an agency is a fleet that reads as maintained. Public works vehicles operate in front of the public constantly, and a fleet where every truck is a slightly different shade of the agency color, with mismatched lettering and half the numbering missing, communicates something an agency generally does not want communicated. Matching to the written agency color standard rather than to whatever is on the truck brings the fleet back together over a few budget cycles.

We are careful about one thing on boom and equipment refinish: we do not paint over anything that needs to be inspected, and we do not paint over a crack. Load charts, capacity plates, control markings and inspection points get masked and preserved. Where we find cracking in equipment structure during preparation, work stops on that item, it gets photographed, and it goes to your crane and aerial provider before any coating goes on. Painting a crack hides a problem and we will not do it.

## Purchase Order Ceilings Are the Real Constraint

Here is the practical reality of agency work. There is an approved amount on a purchase order. Work that fits inside it proceeds. Work that exceeds it stops, sometimes for weeks, while a change order moves through a process nobody in the shop or the yard controls. A shop that discovers additional damage at 80 percent of the ceiling and keeps going has created a problem for the person who signed the purchase order. A shop that stops and calls has created a delay. Neither is good, and both are avoidable with better scoping up front.

So we scope differently for agency work. We inspect thoroughly before quoting, including the things that are likely to be found during teardown, and we write scope in priority order with the cost of each item stated. Then we make the ceiling explicit: this amount buys items one through six, items seven through eleven stay on the list, and here is what happens to the truck if seven and eight wait another cycle. That gives whoever holds the budget a real decision instead of a surprise.

When something genuinely unforeseeable appears mid repair, and it does occasionally, we stop, photograph it, price it and put it in writing before proceeding. Nothing gets added to an invoice that was not approved first. Our deposit policy applies as posted, 50 percent at authorization on work over $2,000 and another 25 percent when parts arrive on work over $10,000, and we work with your finance timeline where a purchase order governs the sequence of payment.

- **Thorough pre-quote inspection:** We inspect for what teardown is likely to reveal, not just the visible complaint, so the quote reflects the actual job rather than the optimistic version of it.
- **Priority ordered scope:** Line items are written in priority order with costs attached, so a budget holder can draw a line at the ceiling and know exactly what falls above and below it.
- **Consequences of deferral stated:** For every deferred item we state what happens if it waits another cycle. A deferred compartment floor is different from a deferred subframe crack, and the difference should be written down.
- **No unapproved additions:** Genuinely unforeseeable findings stop work, get photographed and priced, and go in writing for approval. Nothing appears on a final invoice that was not authorized in advance.

## What Public Works and Utility Truck Repair Costs

Body and paint labor is $210 per hour, mechanical and electrical is $260 per hour and diagnostics are $285 per hour with a one hour minimum credited against an authorized repair. Detail is $95 per hour. Paint supplies are $55 per paint hour, body supplies $5 per body hour, and hazmat is $45 flat where applicable. Parts carry 100 percent markup at or under $100 and 35 percent over $100.

The most useful thing an agency can buy from us is often a yard survey rather than a single repair. Walking eight trucks with a probe and a flashlight and producing a written, priced, priority ordered list gives a fleet manager the document they need to build a budget request and to spend an approved amount in the order that keeps trucks working. It also stops the pattern where four trucks all need service bodies in the same fiscal year.

## Process

1. **Survey and priced priority list** (Days 1 to 2). We probe compartment floors, inspect the pedestal and subframe, check body mounting and assess coatings, then issue a written priority ordered list with a cost against each line item.
2. **Scope written to the purchase order ceiling** (Days 2 to 4). We show what the approved amount buys, what stays on the list, and what happens to the truck if the deferred items wait another cycle. Nothing proceeds beyond the ceiling without written approval.
3. **Parts staging and downtime plan** (Days 4 to 12). Floors, extrusions, doors, latches and coatings are ordered and confirmed in the building, and a written in and out date is issued before the truck comes out of the yard rotation.
4. **Corrosion and structural repair** (Weeks 2 to 4). Compartment floors and corners are cut out and rebuilt, dissimilar metals are isolated, base plates and subframe members are repaired, and rail mounting is restored to an approved configuration.
5. **Refinish, marking and handover** (Weeks 3 to 6). Substrates are prepared properly, epoxy primer and agency color go on, lettering and numbering are applied, load charts and capacity plates stay masked and legible, and the file goes with the truck.
