# Fire, Ambulance and Police Vehicle Body Repair

## Summary

Say the scope plainly and everything else gets easier. On fire apparatus, ambulances and police vehicles we do body repair, paint and refinish, structural repair and equipment installation. We do not service pumps. We do not service aerials, ladders or platforms. We do not service, install or certify emergency lighting or siren systems, and we do not certify any apparatus, module or vehicle as compliant with any standard. Those functions belong to your apparatus service provider, your lighting installer and your certifying authority. We repair and rebuild the body and the structure around them.

The reason to be that explicit is that this is the one vehicle class where a vague scope statement causes real harm. An agency that assumes a body shop is handling lighting certification finds out at the wrong moment. We would rather lose a line item than have anybody believe we signed off on something we did not touch. What we will do is document everything we found, photograph it, and hand your other providers information they can act on.

The second thing that shapes every one of these jobs is out-of-service cost. A ladder truck out of service is not a truck sitting in a shop, it is a coverage problem, a mutual aid conversation and in many cases a reserve apparatus running a route it was not meant to run. That cost dwarfs the repair. So we plan these jobs backward from the return date: parts confirmed in the building before the unit comes off the line wherever the damage permits it, work sequenced to compress the on-site days, and a written return date at authorization. The shop is at 23281 La Palma Ave in Yorba Linda, about 45 minutes from San Clemente on the I-5 or the 73.

## Module Body Seams and Where Water Actually Gets In

An ambulance module and most fire apparatus bodies are built as aluminum or stainless assemblies, extruded framing with skin panels, either welded or riveted and bonded, with sealed seams at every panel junction and around every opening. The seams are the whole story. A module is a large box mounted on a chassis that flexes underneath it, and every seam is a joint between two panels that are trying to move relative to each other. Sealant in those seams is a wear item that nobody inspects until water shows up inside.

Where it shows up is rarely where it came in. Water enters at a roof seam or at the upper corner of a compartment opening, runs inside the extruded framing, and drips into a compartment or onto a cabinet interior several feet away. On ambulances the classic version is water in a lower exterior compartment that entered at the roof edge. Chasing that with sealant from outside almost never works, because the entry is under a trim piece or inside a seam that has to be opened to be repaired.

Our approach is to open the seam properly. That means removing trim and fasteners along the affected run, cleaning the joint back to sound material, treating any corrosion inside the joint, resealing with a product appropriate to the substrates and the movement involved, and refastening at the correct spacing. On welded aluminum bodies we repair cracked welds rather than sealing over them, because a crack in a welded seam is moving and no sealant survives movement for long. After any seam repair the unit gets water tested zone by zone before it leaves.

- **Differential movement at panel joints:** A module sits on a chassis that twists underneath it. Every panel seam is a joint between two pieces trying to move relative to each other, which is why seam sealant is a wear item.
- **Water travel inside extruded framing:** Entry at a roof seam or opening corner runs inside the framing and drips out several feet away. The wet compartment almost never indicates where the water entered.
- **Cracked welds versus failed sealant:** A crack in a welded aluminum seam is moving, and no sealant survives movement. Cracked welds get repaired as welds. Sealing over them buys a season at most.
- **Zone by zone water testing:** After any seam repair the module gets tested section by section rather than hosed down all at once, so we know each repaired run is actually dry before the unit goes back in service.

## Compartment Doors, Hardware and Roll-Up Shutters

Compartment doors are the highest cycle exterior component on an apparatus. On a busy engine they open and close many times a day, in a hurry, often with a gloved hand pulling hard at one corner. Hinged pan doors sag at the latch side as the hinge fasteners work their holes and the door skin loses stiffness at the corner. Roll-up shutter doors wear at the bottom slat and at the side tracks, and the counterbalance loses tension so the door drifts down or fails to stay up.

The reason this matters beyond convenience is sealing. A compartment door that does not close square does not compress its bulb seal evenly, and a compartment full of tools and medical supplies stops being dry. Once it is wet, aluminum corrodes at the compartment floor and any steel hardware inside starts rusting. So the cheapest version of this repair is the early one: rehang the door, rebuild the hinge line, replace worn hardware, restore the seal contact surface and refit the gasket to the corrected geometry.

On roll-up doors we replace bottom slats and individual slats, rebuild hinge lines, replace or straighten track sections, service the counterbalance and reset travel. On hinged doors we rebuild the door structure where the corner has softened, replace hinges and latch hardware, and correct the opening if the frame moved. Doors that have been forced repeatedly usually need the opening addressed as well as the door, and we say which one is actually at fault rather than fitting a new door into a distorted frame.

- **Hinged door latch-side sag:** Hinge fasteners work their holes under high cycle counts and the door drops at the latch side, so the bulb seal no longer compresses evenly and the compartment stops staying dry.
- **Roll-up bottom slat and track wear:** The bottom slat takes the handle load and every impact, and a bent slat grooves the side tracks. Slats and track sections are individually replaceable rather than requiring a whole door.
- **Counterbalance tension:** A shutter that drifts down or will not stay up has lost spring tension. Retensioning or replacing the assembly is a defined service, not a reason to replace the door.
- **Distorted openings:** Doors that have been forced repeatedly distort the opening too. Fitting a new door into a distorted frame reproduces the complaint, so we identify which one is actually at fault.

## Graphics, Chevrons and Lettering Reproduced to Written Spec

Emergency vehicle graphics are not decoration and they are not a place for interpretation. Agencies have written specifications covering colors, reflective material grade, chevron angle and stripe width, lettering fonts and heights, unit numbering positions and the placement of required markings. A repaired panel with graphics reproduced from a photograph and a good eye is not acceptable on this class of vehicle, because the next person who compares it to the spec will find it wrong.

So we work from paper. Before removal we photograph the existing layout with a measuring tape in frame, record dimensions from fixed reference points on the body, and we ask for the agency specification document. Where the agency has one, we build to it. Where the agency does not have one, we build to the measured existing layout and we give you the measurements in writing so the next unit can be matched to the same numbers. That record is worth more to a fleet than the graphics job itself.

On the paint side, agency colors are a defined standard rather than a match to whatever is on the truck now. A ten year old engine has faded, and matching a repaired panel to the faded paint makes the unit look repaired while matching to the standard makes the panel look new. We read both, show you sprayout cards, and let you decide which outcome the agency wants. On multi unit fleets, matching to the standard is nearly always the right call because it keeps the whole fleet converging rather than diverging.

## Out-of-Service Cost Drives Every Decision on These Jobs

On a private vehicle the customer weighs repair quality against price. On an apparatus, the agency weighs both of those against days out of service, and days out of service usually wins. A reserve engine covering for a front line unit changes response profiles. An ambulance out of service is a unit not billing and a crew redeployed. A police unit down is a shift with less coverage. Those costs are real and they are almost never on the repair estimate.

That reality changes how we plan. Wherever the damage allows, we do the assessment, write the scope, order the parts and confirm them physically in the building before the unit ever comes off the line. Then the on-site window is repair time only rather than repair time plus a parts wait. For agencies with multiple units needing similar work, we sequence so one is in the shop at a time and the rest keep running, and we do the assessments on all of them in a single visit so scope is known in advance.

We also handle the procurement side in the format agencies need. Scope written to line items your purchasing process can process, quotes held against a purchase order, and change orders documented before work proceeds rather than appearing on a final invoice. Deposits follow our standard policy: 50 percent at authorization on work over $2,000 and another 25 percent when parts arrive on work over $10,000, and we will work with your finance timeline where a purchase order governs the sequence.

- **Parts confirmed before the unit comes off the line:** Assessment, scope and ordering happen first wherever damage permits, so the on-site window is repair time only rather than repair time plus a parts wait.
- **Sequenced multi unit work:** Assessments on all units in one visit, then one vehicle in the shop at a time. The rest stay in service while scope and parts for each are already settled.
- **Change orders documented in advance:** Anything that expands scope gets written, priced and approved before work proceeds, so a final invoice never contains a surprise your purchasing process cannot absorb.
- **Clear handoffs to other providers:** Findings on pumps, aerials, lighting and electrical outside our scope are photographed and written up so your specialty providers can act without starting their diagnosis from zero.

## What Emergency Vehicle Body Repair Costs

Body and paint labor is $210 per hour, mechanical and electrical is $260 per hour and diagnostics are $285 per hour with a one hour minimum credited against an authorized repair. Detail is $95 per hour. Paint supplies are $55 per paint hour, body supplies $5 per body hour, and hazmat is $45 flat where applicable. Parts carry 100 percent markup at or under $100 and 35 percent over $100.

Real bands: module body seam repair and reseal runs $1,200 to $14,000 and up. Compartment door repair or replacement runs $850 to $9,500. Apparatus body collision and structural repair runs $3,500 to $120,000 and up. Graphics and reflective chevron work to written specification runs $900 to $12,000 and up. Ambulance module remount with floor repair runs $2,200 to $28,000 and up. Full apparatus refinish runs $8,000 to $45,000.

The number that is not on that list is the value of getting the unit back on a date you can plan around. We give a written return date at authorization and a revised one in writing the moment anything moves it, with the reason. For agencies that is usually the difference between a manageable coverage gap and an unmanageable one.

## Process

1. **Assessment and scope boundary** (Days 1 to 2). We inspect the body, seams, doors, mounting and graphics, then issue a written scope stating plainly what we will repair and what belongs at your pump, aerial, lighting or diesel provider.
2. **Graphics and layout documentation** (Day 2). Existing graphics are photographed with a measuring tape in frame and dimensioned from fixed body reference points. We request the agency specification document and build the plan against it.
3. **Quote, purchase order and parts staging** (Days 2 to 12). Scope is written in line item form for your purchasing process and held against a purchase order. Parts are ordered and confirmed physically in the building before the unit comes off the line.
4. **Body, seam and structural repair** (Weeks 1 to 4). Seams are opened and resealed, cracked welds are repaired, doors are rehung or rebuilt, mounting hardware is replaced, and any structural damage is corrected and documented.
5. **Refinish, graphics and water test** (Weeks 3 to 6). Refinish is sprayed to the agency color standard, graphics and chevrons are applied to written specification, the unit is water tested zone by zone, and the documentation file goes with it.

### Water shows up in a lower compartment but the roof looks fine. Why?

Because it entered at a roof seam or an opening corner and traveled inside the extruded framing before dripping out lower down. Sealing from outside rarely reaches the failure. We open the affected seam run, treat corrosion inside the joint, reseal with the correct product and water test zone by zone.

### How do you make sure the chevrons match our specification?

We work from paper rather than from a photograph. We request your written specification for color, reflective grade, chevron angle, stripe width, font and lettering height, and we build to it. Where no document exists we measure the existing layout from fixed reference points and give you those numbers in writing for future units.

### How do you keep our out-of-service time down?

By doing everything possible before the unit leaves your station. Assessment, scope, quoting and parts ordering all happen first, and parts are confirmed physically in our building before the unit comes off the line. On multi unit work we assess everything in one visit and then take one vehicle at a time.
